Youngup Cho was born in Chungcheongbuk-Do, South Korea. He earned his M.D. from Yonsei University College of Medicine in 1985, Seoul, Korea. He completed an internship and a residency at Severance Hospital, Yonsei University Health System in Seoul and a clinical fellowship at the Kangnam Severance Hospital, Yonsei University Health System in 1994 after completing military service as Naval Major for three years.

From 1995 to 2016, Cho served on the faculty of Inha University Medical College, where he was Chief Professor of Surgery and Clinical Director of the Women’s Cancer Center at Inha University Hospital for Breast & Endocrine Oncology. In 2016, he joined Yonsei Cancer Center as Clinical Professor and Director of Breast Cancer Center, as well as Chief of the Division of Breast Surgery in Severance Hospital's Department of Surgery. He has supervised training for foreign fellows from Saudi Arabia, Vietnam, Kazakhstan, Uzbekistan, Philippines, Mongolia and others.

Cho is a leading member of the Korean Surgical Society, Korean Breast Cancer Society, Korean Society of Surgical Oncology and Korean Society of Lymphedema . Also he is a member of ESSO. He had served vice-editor for The Journal of Breast Cancer.

He contributed to the books "Oekwahak(Korean text book of Surgery)", “Yoobanghak(Breast)” and “Jongyangoekwahak(Surgical Oncology). Cho has been the principal investigator on multiple clinical trials of surgical oncology and systemic therapy of breast cancer and an investigator for CREATE-X trial.

Now he has moved to Cha University, Ilsan Medical Center. At Ilsan Cha Hospital, he has continued his work for the management for patients of breast cancer and benign diseases in Breast Center.
